Debates ‘White Paper’ Highlighting Failures of UPA Government and NDA’s Economic Reforms in Lok Sabha

The Lok Sabha is holding a 12-hour discussion on the ‘White Paper’ presented by Finance Minister Nirmala Sitharaman today. The document highlighted the corruption, scams, economic mismanagement and poor policy planning in the United Progressive Alliance (UPA) government.

Nirmala Sitharaman tabled the White Paper in the House in both Hindi and English languages. While it comprised a list of failures of the UPA government, it also contained a list of steps taken by the NDA government to turn the economy around and build the nation’s image.

A comparison of the UPA years with the 10 years of the Narendra Modi government, the ‘White Paper’ also sheds light on the banking crisis legacy of the UPA government. When the Vajpayee-led NDA government took office, the Gross Non-Performing Assets (GNPA) ratio in Public Sector banks was 16.0 per cent, and when it left office, it was 7.8 per cent.

“Numerous scams were bringing colossal revenue losses for the exchequer and fiscal and revenue deficits spiralling out of control. In 2014, our government inherited a deeply damaged economy whose foundations had to be rebuilt to enable self-sustaining long-term economic growth,” the White Paper mentioned.

As many as 15 scams in the UPA regime were highlighted by the finance minister in the Lok Sabha. The ‘Coal Block Allocation’ was the first scam highlighted by Sitharaman in the white paper. At the time, it came under the direct supervision of the prime minister and hence sullied the ‘Mr Clean’ image of Dr Manmohan Singh.

It involved corruption in the Centre’s allocation of coal blocks to private entities for captive use, leading to an estimated loss of Rs 1.86 lakh crore to the exchequer. “The Supreme Court cancelled 204 such allocations,” the white paper stated.

She also brought up the 2G spectrum scam which involved a loss of Rs 1.76 lakh crore of potential revenue to the Centre as estimated by a CAG report. Then Congress minister Kapil Sibal claimed that there were “zero” losses, which led to widespread public anger. It sent then telecom minister D Raja, an ally of the Congress, to jail for months along with high-profile bureaucrats.

The Modi government’s White Paper noted that decision-making in the UPA government came to a standstill due to corruption and scandals in defence, comprising defence preparedness. It said that time and again, there was a crisis of leadership in the UPA government. It came out in full public glare in the shameful public tearing up of an ordinance issued by the government.

Arvind Kejriwal, the chief minister of Delhi, spoke at his first rally in New Delhi on Saturday, one day after he was freed on temporary bail. Kejriwal, who served about 50 days in jail, attacked Prime Minister Narendra Modi and the Bharatiya Janata Party (BJP) in an intense address. He also threatened to put the main opposition leader behind bars should the BJP win the Lok Sabha elections.

The Aam Admi Party convenor was granted provisional bail by the Supreme Court on Friday, valid until June 1. The Delhi Chief Minister is unable to discuss his involvement in the Delhi liquor scam case, though, due to the conditions of his release.

Here’s what Arvind Kejriwal said at the rally:

  • “I’m coming right to you from jail. It’s wonderful to be back with you after fifty days. Recently, my spouse and Punjab Chief Minister Bhagwant Mann visited the Hanuman temple. We have the blessings of Bajrang Bali for our celebration. His grace has allowed me to be here with you today.
  • Our Aam Aadmi Party is a little organization that operates in two states. However, the Prime Minister did all in her power to destroy our party and imprisoned four of its leaders at the same time. Parties come to an end when four of their senior leaders are imprisoned. The Prime Minister is determined to destroy the AAP because, in his own words, “the AAP is the party that will give the country its future.”
  • In 75 years, no other party has experienced this kind of harassment. The Prime Minister claims to be combating corruption, yet his party is full of thieves. I did not resign as CM because there was a plot to have me do so on the pretext of a false case.

I am battling that tyranny, but I am powerless on my own. I have come to implore the 140 crore people to stand with me in rescuing the nation from this despot.”

Arvind Kejriwal, the chief minister of Delhi, asserted on Saturday that Amit Shah, the home minister, will replace Yogi Adityanath as prime minister of India should the BJP win power. He stated that because PM Modi would reach 75 next year, he will step down from active politics. Speaking to an assembly the day after being freed on provisional bail, Arvind Kejriwal declared that all major opposition leaders would face imprisonment should the BJP create a government at the center once more. In two months, he said, Yogi Adityanath would no longer be the chief minister of Uttar Pradesh.

“They will ruin the political careers of BJP leaders (Nipta denge) and lock up opposition politicians. Hemant Soren, a minister in our ministry and a political party member of Mamata Banerjee, is incarcerated. The political careers of Raman Singh, ML Khattar, Vasundhara Raje, Shivraj Singh Chouhan, LK Advani, and Murli Manohar Joshi are over. It’s Yogi Adityanath next. In two months, if they win this election, they’ll replace the current Uttar Pradesh chief minister,” Kejriwal declared.

Arvind Kejriwal cited the BJP’s regulation that states no leader may remain in active politics once they are 75, pointing out that PM Modi will pass the mark on September 17 of the next year. “These people ask about the INDIA alliance’s prime minister. Who will serve as your prime minister, I ask the BJP? On September 17, PM Modi will be 75. He ruled that party leaders would go down after 75 years. “After forcing LK Advani, Murli Manohar Joshi, Sumitra Mahajan, and Yashwant Sinha to step down, he announced that PM Modi would follow suit on September 17th,” he said.

Prime Minister Narendra Modi, according to Arvind Kejriwal, jailed four of the AAP’s top leaders at the same time.
